Schon gar is used to intensify a negation or extreme: Das ist kaum möglich und schon gar nicht in dieser Zeit. It is a colloquial reinforcement comparable to 'let alone' or 'least of all', appearing almost exclusively in negative or highly sceptical contexts. The particle gar adds strong emphasis.
